Explanation:

The City of Hollywood’s Water Treatment Plant (“WTP”) is a 60 million gallons per day (MGD) plant that not only provides high quality water to the residents of the City but also serves approximately 300 acres in the Town of Davie, 50 acres in the City of Dania Beach, and 100 acres in the Seminole Tribe of Florida reservation.  The City of Hollywood WTP also provides wholesale water to Broward County’s Water and Wastewater Services Districts 3A and 3B/C.  In addition to retail and wholesale water services, the City has an emergency connection with the City of Dania Beach, which withdraws water from the City’s system to maintain its system pressure.

 

The WTP requires regular supply of Rice Size Quicklime for pH adjustment in the lime softening process.

 

On September 8, 2020, the City of Tamarac entered into an agreement with Lhoist North America of Alabama, LLC. to furnish, to deliver, and to discharge of Quicklime.  The Quicklime  was competitively bid through the City of Tamarac, who acted as the lead agency on behalf of the Southeast Florida Governmental Purchasing Group Cooperative, pursuant to Bid Number 20-21B.  The agreement between the City of Tamarac and Lhoist is effective from November 1, 2020 through October 31, 2023 for an initial term of three years, with three additional one-year renewal options.  The City of Hollywood is an active participating government entity in the Southeast Florida Governmental Purchasing Group Cooperative, and would like to issue a Blanket Purchase Agreement to Lhoist North America of Alabama, LLC. based on the terms and conditions of the agreement between the City of Tamarac and Lhoist North America.

 

The Director of Public Utilities and the Chief Procurement Officer recommend that the City Commission approve and authorize the issuance of a Blanket Purchase Agreement to Lhoist North America of Alabama LLC for rice size quicklime, in the estimated annual amount of $506,000.00.

 

The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.

 

 

Fiscal Impact: 

Funding for this service is available in the FY 2021 Operating Budget account number 442.400501.53600.552330.000000.000.000, and will be budgeted in subsequent fiscal years’ operating budget subject to the approval and adoption by the City Commission.
