Explanation:

On March 12, 2019, the City held a Special Election where a majority of voters approved funding, through a General Obligation Bond (GO Bond), for the Dowdy Sports Field and Former Armory Renovation project.

 

This project is located at 2161 Johnson Street, in the City of Hollywood. The work to be accomplished under this contract includes, but is not limited to, renovation of the Former Armory building to create an indoor sports facility including basketball/batting cages/soccer goals, ADA compliant restrooms, office space, meeting rooms, and storage area, exterior landscaping, parking spaces reallocation and connection to Dowdy Field.

 

This project also involves work in the Dowdy Sports Field including replacing one artificial turf field that is 130 yards by 100 yards, installing one new artificial turf field with drainage, that is approximately 130 yards by 60 yards, re-lamping the existing field lights with LED sports lighting, removing baseball netting, poles, and the dugout and resurfacing the parking area.

 

The City followed the procedures set forth in Section 287.055, Florida Statutes, entitled "Consultants' Competitive Negotiation Act" ("CCNA") and other applicable regulations to advertise for Statements of Qualifications for engineering design services. The project was advertised on www.bidsync.com <http://www.bidsync.com> on July 21, 2020.

On August 27, 2020, the Office of the City Clerk and the Office of Procurement Services received Statements of Qualifications packages from the following 16 Architectural firms:

3.                     Bermello Ajamil & Partners, Inc.

4.                     Cartaya and Associates Architects, P.A.

5.                     Carty Architecture

6.                     Civica, LLC dba Civica Architecture

7.                     CPZ Architects, Inc.

8.                     Eleven18 Architecture, P.L.

9.                     Gallo Architects & Development Consultants, Inc.

10.                     C Harry & Associates Inc.

11.                     RE Chisholm Architects, Inc.

12.                     Saltz Michelson Architects, Inc. dba Saltz Michelson Architects

13.                     Synalovski Romanik Saye, LLC

14.                     The Tamara Peacock Company Architects of Florida

15.                     Wannemacher Jensen Architects, Inc.

16.                     Williams Associated Architects, Ltd dba Williams Architects

On September 10, 2020, members of the City’s Selection Committee, comprised of the ESS Manager of the Department of Design and Construction Management, the Assistant Director of Parks, Recreation and Cultural Arts, the Special Events Program Manager of Parks, Recreation and Cultural Arts, the Assistant Building Official, and a Project Manager from the Department of Design and Construction Management, met in a publicly advertised meeting to evaluate the Statements of Qualifications. The firms were ranked based on specific selection criteria by the Selection Committee. Five firms were invited to make oral presentations of their qualifications.

On September 22, 2020, the Selection Committee conducted oral interviews with the following five highest-ranked firms:

 

1.                     Bermello Ajamil & Partners, Inc.  

2.                     CPZ Architects, Inc.

3.                     Gallo Architects & Development Consultants, Inc.

4.                     Saltz Michelson Architects, Inc.

5.                     Synalovski Romaink Saye, LLC                     

                     

The shortlisted firms provided their 20-minute presentations, followed by a 15-minute question and response period. The evaluation process ranked the firms following the stipulated guidelines/criteria in the Statement of Qualifications package.

It was the recommendation of the Selection Committee to rank these three firms in the following order for consideration:

 

1.                     Synalovski Romaink Saye, LLC

2.                     Bermello Ajamil & Partners, Inc.  

3.                     Saltz Michelson Architects, Inc. dba Saltz Michelson Architects

 

City officials will negotiate a Professional Architectural and Engineering Consulting Services Agreement with the highest-ranked firm. If City officials are unable to negotiate an agreement with the highest-ranked firm, they are then authorized to terminate negotiations with that firm and commence negotiations with the next highest- ranked firm for consideration by the City Commission at later date, if possible.

 

Fiscal Impact:

Funding for this project was included in the General Obligation Bond.  The contract cost is unknown until negotiations are finalized.  An agreement with terms of the contract will follow under a separate resolution and required funding will be determined at that time.
