Explanation:

The City’s Fiscal Year 2020 Streets and Alleys Program includes proposed resurfacing projects for various streets and alleys within the City estimated to cost $2,466,335.00 to complete.  Additional funding of $1,000,000.00 is available as part of the FY 2021 Capital Improvement Plan.

In addition, the Broward County Board of County Commissioners approved Transportation Surtax funding not to exceed $5,350,000.00 for all three City Rehabilitation and Maintenance (R&M) project applications on June 18, 2020.  The three R&M projects are listed below:

                     North 58th Avenue (BC-HLWYD FY2020-00002) - $1,389,052.00

                     Multiple Streets (BC-HLWYD FY2020-00001) - $2,967,457.00

                     Liberty Street (BC-HLWYD FY-2020-00003) - $993,491.00

The Surtax R&M projects primarily consist of milling and resurfacing, sidewalk repairs, and creating additional ADA access points on cross-streets.  Some project areas will also receive additional cross walks, drainage improvements, and minor modifications to reduce congestion and improve safety.

The implementation and funding of the surtax projects will be contingent upon the execution of individual interlocal agreements for each project and funding allocated to the City.

In order to implement both the Streets and Alleys Program, and the three approved surtax R&M projects, the Department of Development Services’ Engineering, Transportation and Mobility Division desires to piggyback on an existing Broward County contract with Weekley Asphalt Paving Corporation.  The services were competitively bid by Broward County pursuant to RFQ No. PNC2119323B1 on November 25 2019, and the term of the contract is from November 25, 2019 to November 24, 2021 with an option to renew the contract for an additional one-year period.

Besides competitive pricing, the piggyback agreement also meets additional surtax requirements of a 30 percent County Business Enterprise (CBE) utilization and a commitment to the Broward County’s Workforce Investment Program.

Fiscal Impact:

Funding and award of work in the amount of $5,350,000.00 for the three Surtax R&M projects will be contingent on an ILA and subsequent funding allocations from the Broward County Transportation Surtax Fund.  Funding in the amount of $3,466,335.00 is available in the CIP accounts listed below:
