Staff Recommends: Approval of the attached Resolution.

 

 

Explanation:

The City receives and accepts grant funds allocated by the U.S. Department of Housing and Urban Development and the Florida Housing Finance Corporation. Over the past fiscal year, the City has received several grant funds regarding aid and relief efforts pertaining to the COVID-19 pandemic. The ongoing crisis has caused the Department of Development Services’ Community Development Division to re-evaluate its policies regarding funding allocations for disaster relief.

 

Staff recommends amending the Policies Governing Department of Development Services Community Development Division Housing Programs to include Disaster Assistance addendums to facilitate rental, mortgage and utility assistance during times of during emergency or disaster situations as declared by the Governor of the State of Florida or the President of the United States.

 

In addition, this amendment includes language to allow for a five-year forgiveness loan for the Sewer Connection program within the Housing Rehabilitation Program.

 

 

Fiscal Impact:

Approval of this resolution will not fiscally impact the City. It clarifies that grant funds that are not otherwise committed or obligated can be repurposed to support disaster relief efforts as emergency declarations arise.
