Explanation:

The City’s potable water system consists of Biscayne and Floridan wellfields, a water treatment plant, a booster pump station and a distribution system. The City owns its potable water system and is responsible for planning, regulating, designing, constructing, operating and maintaining it.  An updated Water Master Plan is required to most effectively fulfill the City’s responsibilities, comply with regulatory program at various levels (federal, state, county and local), provide a high level of service to residents and customers, fulfill contractual obligations to bulk users, accommodate growth and economic development, and protect public health and safety.

The existing Water Master Plan, adopted in April 2009, has achieved its intended purpose and needs to be updated.  The scope of services for the new Water Master Plan includes the following tasks:

                     Characterization of existing potable water system

                     Water treatment capacity and equipment condition assessment

                     Water production and demand projections

                     Water distribution system hydraulic modeling update and calibration

                     Water treatment plant process facilities evaluation

                     Regulatory considerations

                     Cost evaluation of proposed improvements

                     Development of a 10-Year Capital Improvement Plan

                     Development of a Water Master Plan Report

                     Other undefined services necessary for the completion of  the Master Plan

 

The Department of Public Utilities (“Department”) desires to retain a professional Engineering firm to provide engineering services related to Water Master Plan.

 

On March 30, 2020, the Department advertised for statement of qualifications for the Water Master Plan project in accordance with the procedures set forth in Section 287.055, Florida Statutes entitled “Consultants’ Competitive Negotiation Act” (“CCNA”) and the City’s Procurement Code.

 

On June 8, 2020, the Office of the City Clerk and the Department received statement of qualification packages from the following three consulting engineering firms:

1.                     Black & Veatch Corporation

2.                     Stantec Consulting Services Inc.

3.                     Arcadis U.S., Inc.                     

 

The Department assembled a selection committee comprised of City of Hollywood staff: Francois Domond, P.E., Clece Aurelus, P.E., Feng Jiang, P.E. Wilhelmina Montero P.E., and Luis Montoya. 

On July 2, 2020, members of the selection committee met for the first time to evaluate the statement of qualification packages and the selection committee determined that oral interviews should be conducted with all three firms. 

On August 5, 2020, members of the selection committee conducted oral interviews with the three firms. The selection committee completed the evaluation process and ranked the firms based upon the stipulated guidelines/criteria in the statement of qualifications package as follows:

The Department of Public Utilities recommends that the City Commission rank the firms and authorize the appropriate City officials to negotiate a professional engineering  services agreement with the highest ranked firm to provide professional engineering services related to updating the Water Master Plan that will be brought back to the City Commission for approval at a later date.

 

The Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.

 

Fiscal Impact

Approval of this resolution will not fiscally impact the City. The negotiated agreement will be brought back to Commission for approval at which time the fiscal impact will be determined.
