Explanation:
A Request for Proposal RFP-4650-20-PB (RFP) was issued in April 2020 by the City's Procurement Department, soliciting proposals for a Benefits Consultant as the incumbent's (the Gehring Group) agreement will expire October 25, 2020. The Benefits Consultant plays a key role in maintaining a competitive yet cost effective benefits package year after year.

There were five proposers that responded to the RFP and the Evaluation Committee evaluated and selected the highest ranked firms to be invited back for a formal presentation. Firms were ranked according to Personnel, Experiences, References and Pricing.

The attached Resolution seeks City Commission authorization to execute an initial three-year agreement with the City-approved option to renew for two additional one-year periods under the same terms and conditions for Benefits Consultative Services with The Gehring Group for a Not To Exceed annual amount of $140,000, provided that all insurance requirements are met and approved by the City's Risk Management Division along with Hold Harmless and Indemnity statements in favor of the City. The City may terminate the agreement with or without cause, in writing, upon notice of contractual violations.

Fiscal Impact:
The first year of funding for this service is available in the FY 2021 Operating Budget account number 558.112004.51900.531310.00000.000.000 and will be budgeted in subsequent fiscal years' operating budget subject to approval and adoption by the City Commission.
