Explanation:
The City of Hollywood has the responsibility for planning, regulating, designing, constructing, operating and maintaining a regional wastewater treatment plant, a wastewater collection system, ocean outfall discharge system and reuse water supply system within the City’s corporate limits. An updated Wastewater Master Plan is required to most effectively fulfill the City’s responsibilities, comply with regulatory program at various levels (federal, state, county and local), provide a high level of service to residents and customers, fulfill contractual obligations to large users, accommodate growth and economic development, and protect public health, safety and the environment.
The existing Wastewater Master Plan, adopted in April 2009, has achieved its intended purpose and needs to be updated. The scope of services for the new Wastewater Master Plan includes the following tasks:
• Conduct Condition Assessment of All Wastewater Facilities
• Wastewater Flow and Load Forecast
• Update and Calibrate Wastewater Collection System Model
• Perform Collection and Transmission System Hydraulic Analysis
• Evaluation of Wastewater Collection and Transmission System
• Wastewater Treatment Plant Process Facilities Evaluation
• Evaluation of Potential Needs
• Regulatory Considerations
• Develop Recommendation for Capital Improvements Program
• Develop Wastewater Master Plan
• City Commission Workshop Assistance
The Department of Public Utilities (“Department”) needs to retain a professional Engineering firm to provide engineering services related to Wastewater Master Plan.
On March 31, 2020, the Department advertised for statement of qualifications for the Wastewater Master Plan project in accordance with the procedures set forth in Section 287.055, Florida Statutes entitled “Consultants’ Competitive Negotiation Act” (“CCNA”), and the City’s Procurement Code.
On June 16, 2020, the Office of the City Clerk and the Department received statement of qualification packages from the following three consulting engineering firms:
1. Black & Veatch
2. Hazen and Sawyer, P.C.
3. The Beta Jones Group
The Department assembled a selection committee comprised of representatives from the Large Users including City of Hallandale Beach Assistant City Engineer Aqeel Abdool-Ghany, P.E. and City of Miramar Assistant Director of Utilities Department Jinsheng Huo, P.E., and City of Hollywood staff: Francois Domond, P.E., Deputy Director; Clece Aurelus, P.E., Acting Assistant Director; and Feng Jiang, P.E., Senior Project Manager.
On July 8, 2020, members of the selection committee met for the first time to evaluate proposals and short-listed two (2) firms Black & Veatch and Hazen and Sawyer, P.C. for oral interviews. On August 11, 2020, members of the selection committee conducted oral interviews from the two (2) short-listed firms and the selection committee completed the evaluation process and ranked the firms based upon the stipulated guidelines/criteria in the statement of qualifications package as follows:

The Department of Public Utilities recommends that the City Commission rank the firms and authorize the appropriate City officials to negotiate a professional engineering consultant services agreement with the highest ranked firm, Hazen and Sawyer, P.C., to provide professional engineering services related to updating the Wastewater Master Plan.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
Fiscal Impact
Approval of this resolution will not fiscally impact the City. The negotiated agreement will be brought back for Commission approval and the fiscal impact will be determined.
