Explanation:

Under a Broward Metropolitan Planning Organization (MPO) subrecipient agreement for Federal Transportation Agency (FTA) funding, as approved by Resolution No. R-2018-286, the City desires to hire a design consultant for engineering design, production of construction documents, and construction administration services of the Hollywood Blvd /SR7 Mobility Hub.  

On September 20, 2018, the City Commission passed and adopted Resolution No. R-2018-286, supporting the Broward Metropolitan Planning Organization (MPO) application for Federal Transit Administration (FTA) funding for mobility hubs, including the Hollywood Blvd/SR7 Mobility HUB Project. The City and MPO subrecipient grant agreement would be executed at a future date, after the MPO had been awarded the grant by the FTA.

The MPO was awarded the grant by the FTA on February 12, 2020 (Attachment 1), and the City and the MPO executed the subrecipient agreement on May 6, 2020 (Attachment 2).

The subrecipient agreement outlines the grant provisions by which the City shall be reimbursed $900,000.00 for design, construction and consultant services during construction, in addition to the actual improvements that shall include pedestrian scale lighting, additional bus shelters and amenities, bicycle racks, and one pedestrian crossing at the Taylor Street storm water retention area.  The work limits under the grant include the Hollywood Boulevard/SR7 intersection and nearby bus bays, and north along the Linear Park to Fillmore Street.

Because the Linear Park extends farther north to Johnson Street, and in order to produce a seamless developmental transition for the park, the Department of Design and Construction Management (“DCM”) has selected Kimley-Horn and Associates as the consultant for the engineering design, production of construction documents and construction administration services for both the SR7 Mobility Hub and Linear Park Improvements.

Under the City’s responsibility, the scope of work for the northern park segment shall include the continuation of the pedestrian scale lighting, a bus shelter and amenities, bicycle racks, a second pedestrian crossing at the Pierce Street storm water retention area, park furnishings such as benches and waste receptacles, exercise equipment, and a playground at the northern tip of the park at Glenn Parkway.

 

 

Fiscal Impact:

Funding for the design of the Hollywood Blvd. and SR7 Mobility HUB Improvements from Hollywood Boulevard to Fillmore Street in the amount of $85,250.00 is available through the subrecipient agreement between MPO and the City, account number 334.179901.54100.531210.001330.000.000 - Grant Expenses.

 

Funding for the design of SR7 Linear Park Improvements from Fillmore Street to Johnson Street in the amount of $40,500.00 is available for FY 2020 in account number 334.309902.57200.531210.000144.000.000.
