Explanation:
Hazard Mitigation Grant Program ("HMGP") provides funding for technically feasible, cost-effective activities that reduce or eliminate long-term risk to people and property from natural hazards and their effects. Broward County (“County”) has been designated as one of the Local Mitigation Strategy Working Group participating entities that coordinates mitigation activities within the County. It works with local stakeholders, including the City of Hollywood, to identify, prioritize, and select eligible mitigation activities to be submitted for funding consideration under the HMGP.
On June 5, 2019, the City Commission passed and adopted Resolution No. R-2019-158, which authorized the appropriate City officials to apply for a grant for two (2) new generators, one each for Sanitary Sewer Lift Stations No. E-01 and W-15 in the amount of $994,000.00 and if awarded, accept Federal Funds from HMGP. This grant required the City to commit a 25% match or $248,500.
On September 4, 2019, the City Commission passed and adopted Resolution No. R-2019-259, which authorized the appropriate City officials to apply for a grant for four (4) new generators, one each for Sanitary Sewer Lift Stations No. E-3, E-6, W-14, and Storm Water Pump Station SW-08 and an additional 25% Federal Fund contribution for the generator for Sanitary Sewer Lift Station No. W-15 in the total grant amount of $2,086,000.00 and if awarded, to accept Federal Funds from the HMGP. This grant required the City to commit a 32% match or $667,520.
Subsequently the Department of Public Utilities was awarded the above two (2) grants from HMGP.
To comply with the Grant requirements, the Department of Public Utilities needs to retain professional consulting engineering firms. The Department of Public Utilities followed the procedures set forth in Section 287.055, Florida Statutes entitled “Consultants’ Competitive Negotiation Act” (“CCNA”), and the City’s Purchasing ordinance to advertise for statement of qualifications for design and construction administration services for installation of the generators.
On May 28, 2020, the Office of the City Clerk and the Department of Public Utilities received statement of qualification packages from the following six (6) consulting engineering firms:
1. Bailey Engineering Consultants, Inc.
2. Baxter & Woodman, Inc.
3. Craven Thompson & Associates, Inc.
4. CSA Central, Inc. (CSA Group)
5. Kimley-Horn and Associates, Inc.
6. SGM Engineering, Inc.
The Department of Public Utilities assembled a selection committee composed of five (5) City of Hollywood staff: Clece Aurelus, Kellvy Angeles, Phyllis Shaw, Feng Jiang, and Vernal Sibble. On June 25, 2020, members of the selection committee met to evaluate and to rank the statements of qualifications.
The selection committee completed the evaluation process and ranked the firms based upon the stipulated guidelines/criteria in the statement of qualifications package as follows:

The Department of Public Utilities recommends that the City Commission authorizes the appropriate City officials to execute the attached professional engineering consultant services agreements with the two (2) highest ranked firms. Kimley-Horn and Associates, Inc. will perform the design and construction administration services related to the Installation of Generators at Sanitary Sewer Lift Stations Nos. E-03 and E-06 and Stormwater Pump Station SW-08. Craven Thompson & Associates, Inc. will perform the design and construction administration services related to the Installation of Generators at Sanitary Sewer Lift Stations Nos. E-01, W-14 and W-15. The contract term for the Project is estimated to be two years with an option to renew for two additional one year periods.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
Fiscal Impact
Funding for this project was included in the FY 2020 Capital Improvement Plan and is available in account numbers 442.409801.53600.564530.001231.000.000 and 442.409901.53600.564530.001232.000.000.
