Explanation: On March 27, 2020, President Trump signed the CARES Act into law, which provides direct federal assistance to local governments with populations over 500,000. Broward County has received $340,744,702 in funds to assist with this public health emergency for eligible expenses incurred from March 1, 2020 to December 31, 2020.
The Broward County Board of County Commissioners (BOCC) recognized and appropriated the $340.7M on June 2, 2020. Through the concerted efforts of the Broward League of Cities (BLOC) and the Broward City/County Management Association (BCCMA), the cities collectively requested that the County share a portion of the $340.7M, up to 30%, with each of the 31 cities and unincorporated area for qualifying expenditures related to the COVID-19 pandemic.
Through ongoing negotiations and discussions with the County, a proposal was presented and approved by the BOCC on August 25, 2020 for the County Administrator to enter into a Funding Agreement with each City, providing for the total amount allocated to each City, the proposed budget and projects intended for the funding.
For the City of Hollywood, the total share of this funding will amount to $8,195,497.46. The funding allocation is further defined to fit into the following categories of eligible expenses:
• Monitoring Nursing Homes and Assisted Living Facilities
• Personal Protective Equipment for City employees
• Cleaning/Disinfection of City facilities
• Public Information Campaign
• Public Safety Payroll (sworn Police Offices and certified Firefighters/Paramedics)
• Facilitate Compliance (Employee Teleworking)
• Residential Assistance Program
• Small Business Assistance Program
• Community Programming (previously occurred)
Although funding has already been allocated to each of the above categories based on various formulary elements, the City has the ability to move funding around with County Administration approval by means of amendments to this Funding Agreement based on the ultimate needs and best use of funds.
Fiscal Impact: The City is eligible to receive up to $8,195,497.46 on a reimbursement basis. All eligible expenses must be paid by December 10, 2020. The City will be responsible for submitting necessary documentation to the County based on the defined timeline defined in the Funding Agreement for processing and subsequent reimbursement.
