Explanation:
In accordance with the Large User Agreement dated October 1, 1990, the City is required to develop annual Large User True-up and Renewal, Replacement and Improvements (RRI) for FY 2019 and Rate Estimates for FY 2021 and associated reports.
On August 26, 2015, the City Commission passed and adopted Resolution No. R-2015-250 authorizing the negotiation and execution of a three (3) year agreement with Lighthouse Utility Consulting, Inc., to provide rate consulting, large user group true-up financial and technical services. On April 3, 2018 the City Manager approved the renewal of the agreement for another three (3) year period. However, due to passing away of Johnathan Varnes, principal of Lighthouse Utility Consulting, Inc. the agreement automatically terminated.
In order to meet the contractual requirements, the Department of Public Utilities (“Department”) requested a proposal from Arcadis, U.S., Inc. (“Arcadis”) to provide financial services assistance for the development of the Large User True-up and RRI for FY 2019 and the Rate Estimate for FY 2021 in the amount not to exceed $118,828.00. The Department currently has a continuing Professional Consulting Engineering Services Agreement with Arcadis for water and wastewater treatment plant projects pursuant to Resolution No. R-2017-283. This agreement is valid through November 7, 2021 with the City having the options to renew it for two (2) additional two (2) year terms.
On July 2, 2020, the City Manager approved the Authorization To Proceed (ATP) No. PU-20-17 with Arcadis in accordance with Section 38.41(C)(1) as this was deemed to be an emergency.
Fiscal Impact
The estimated annual expenditure under the previous agreement with Lighthouse Utility Consulting was $150,000.00. The new agreement with Arcadis in the amount of $118,828.00 reflects expected annual savings of $31,172.00.
The funding for the attached ATP for Work Order No. PU-20-17 has been appropriated and exists in account numbers 409901.53600.531300.000731.000.000, 442.400101.53600.531300.000000.000.000 and 442.409901.53600.531300.000744.000.000 and was included in the FY 2020 Capital Improvement Program that was approved pursuant to Resolution R-2019-284.
