Explanation:
This resolution seeks authorization for the appropriate CRA Officials to negotiate and execute an agreement with the highest ranked construction management at risk firm for Phase IV of the Undergrounding of Overhead Utilities and Streetscape Beautification project at SR A1A from Hollywood Blvd. to Sheridan Street.
On June 26, 2020, the CRA issued a Request for Qualifications (RFQ) BCRA 12-029 to provide the required services. As part of the process to determine qualifications, an evaluation committee consisting of four professional in-house staff and one qualified volunteer (see Exhibit "A") were invited to review and evaluate all three firms.
Upon review of the firms' statement of qualifications, the evaluation committee shortlisted three General Contractors who were invited to provide oral presentations.
On September 3, 2020, virtual oral presentations were conducted and upon conclusion of the presentations each firm was ranked by the evaluation committee. Final scores computing the average of both the statement of qualification scores and the oral presentation scores yielded results that ranked the firms in the following order:
1. Burkhardt Construction Inc. 96.4
2. Kaufman Lynn Construction, Inc. 86.5
3. Whiting-Turner 71
