Explanation:

The City owns and operates a regional sewer collection and conveyance system. One of the most critical components in the sewer system is approximately 6 mile long 48- and 30-inch diameter ductile iron force main that runs along Taft Street. This force main conveys approximately 60% of wastewater from West Hollywood and large users including Pembroke Pines, Miramar, Pembroke Park, and Broward County.

 

The approximate 18,950 linear foot long, 48-inch diameter ductile iron pipe was installed in the year 1971 and experienced one major rupture during a construction project in November 2011. The approximately 14,500 linear foot long, 30-inch diameter ductile iron pipe, upstream from the 48-inch pipe on Taft Street was installed in 1986 and has no damage reported to date.

 

Considering the age of the force main and criticality of this force main, the Department of Public Utilities staff determined that it is necessary to perform a condition assessment on these large diameter pipes along Taft Street.

 

On April 22, 2020, the City Commission passed and adopted Resolution No. R-2020-082, which authorized the appropriate City officials to issue a purchase order to Pure Technologies U.S., Inc. for the Taft Street Force Main Condition Assessment, which consists of mobilization, SmartBall leak and gas pocket detection, PipeDiver inspection, transient pressure monitoring, pipe wall thickness validations, pipe structural analysis, and engineering report, in the not to exceed amount of $517,713.00.  Pure Technologies U.S. Inc. completed the field walk through of the Taft Street Force Main and defined the civil work required for the pipe condition assessment, which includes installation of line stop, pipe wet tapings, sensor installations, maintenance of traffic, assistance during the test, etc.

 

The Department of Public Utilities staff prepared a bid and on July 10, 2020, advertised Bid No. 20-7105 on DemandStar for the project.  On July 28, 2020, two bid proposals were received at the Office of the City Clerk and were publicly opened at the SRWWTP with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract documents, the Department of Public Utilities staff determined that Ric-Man Construction Florida, Inc. is the lowest responsive and responsible bidder.  A Notice of Intent to Award related to the project was posted on the City’s website and in DemandStar on August 4, 2020, and resulted in no bid protests.

The attached resolution seeks the City Commission’s authorization to execute a contract with Ric-Man Construction Florida, Inc. for the Civil Construction Services related to the Taft Street Force Main Condition Assessment in an amount not to exceed $263,106.00.

The estimated time to complete this project is 90 calendar days from the Notice to Proceed (NTP) date.

 

Fiscal Impact:

Funding for this project requires amending the approved FY 2020 Capital Improvement Program as detailed in Exhibit 1, subject to approval of this resolution.

 

The Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
