Body

Staff Recommends: Approval of the attached Resolution.

Explanation:

The City has relied on Infoblox appliances and software for Domain Name System (“DNS”) and Dynamic Host Configuration Protocol (“DHCP”) services since the purchase of our original appliances in February of 2007. Maintenance and support renewals for these appliances were approved and procured annually until their replacements were procured in September of 2015. Maintenance and support renewals for the newer appliances were approved and procured annually until September 2019.

The renewal is due by September 2020, however, since the current appliances will be end of life on February 2021, the Information Technology Department requires time to transition and migrate the appliances, and additionally take advantage of more cost effective pricing.

The attached quote includes four new appliances, three years of maintenance and support, three years of advanced security software subscriptions, training and professional services.

The Infoblox appliances provide fundamental network services such as DNS and DHCP, which allow network routing and address resolution and are capable of providing advanced security. As part of this resolution, IT is requesting the purchase of these advanced security features in addition to training and professional services to ensure a successful deployment.

Some advanced security features include:

Access to Threat Intelligence, which is a database of known threats supplied by various security firms such as DHS and their Cybersecurity and Infrastructure Security Agency program.

Blacklisting of known bad websites updated by Threat Intelligence.

Protection from Zero-Day threats (undiscovered by security firms).

                     Threat research tools

Integrations with existing City security solutions

The attached quote is from Sinnott Wolach Technology Group and we will be piggybacking GSA Schedule No. GS-35F-0119Y.

Fiscal Impact:

The original contract cost was $90,000 which included four appliances and one year of maintenance and professional services.  The cost of the new contract is higher primarily due to replacement of end-of-life appliances, three years of maintenance and support, three years of advanced security software subscriptions, training and professional services.  Funding for this contract is available in the FY 2020 Operating Budget account number 557.130101.51900.564410.000000.000.000.
