Explanation:
The Department of Public Utilities owns, operates, and maintains 85 sanitary sewer lift stations, which collect and convey wastewater to the Hollywood Southern Regional Wastewater Treatment Plant (SRWWTP). These sewer lift stations operate in a dynamic environment and not all repairs and replacements can be proactively planned or predicted. Therefore, making repairs on an as-needed basis is necessary for seamless operations, to reduce the likelihood of failures, and prevent sanitary sewer overflows and regulatory violations.
On July 18, 2018, the City of Boca Raton competitively bid on construction services contract Bid Number 2018-049 - Lift Station Rehabilitation and Repair. On September 24, 2018, the City of Boca Raton awarded Bid Number 2018-049 - Lift Station Rehabilitation and Repair to Intercounty Engineering, Inc. This contract has a two (2) year term in effect through September 23, 2020 with the option of two (2) one (1) year renewal terms. On June 26, 2020, City of Boca Raton renewed the contract for the first annual term.
Section 38.41 (C)(5) of the City’s Procurement Code allows the Chief Procurement Officer to procure, without following formal solicitation procedures, all goods, supplies, materials, equipment, and services that are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof (“piggyback”), provided that the goods, supplies, materials, equipment or services are the subject of a price schedule negotiated by the entities listed above and is based strictly on competitive bids, quotations, or competitive proposals and not on any preference. Utilization of other governmental entities’ contracts shall be permitted only during the term of the other governmental entity’s contract.
Intercounty Engineering, Inc. has agreed to extend the same pricing as outlined in City of Boca Raton Bid Number 2018-049 to the City of Hollywood.
The attached Resolution seeks the City Commission’s authorization to issue a Blanket Purchase Order (BPO) to Intercounty Engineering, Inc. for Miscellaneous Lift Station Rehabilitation, Repair and Replacement in an amount not to exceed $500,000.00.
The estimated time to complete the project is 365 days from the date of issuance the BPO. The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
Fiscal Impact:
Funding for this project requires amending the approved FY 2020 Capital Improvement Plan as detailed in the attached Exhibit “A”, subject to approval of this resolution.
