Explanation:
Pursuant to the authority provided under the Coronavirus Aid, Relief and Economic Security (“CARES”) Act, the United States Department of Housing and Urban Development waived the requirements set forth in 24 CFR 91.105(c)(2) and (k), 24 CFR 91.115(c)(2) and (i) and 24 CFR 91.401 concerning Public Notice and the Public Comment Period for Consolidated Plan Developments and Amendments.
On May 20, 2020, the City Commission passed and adopted R-2020-111 amending the Citizen Participation Plan to be consistent with the Coronavirus Aid, Relief And Economic Security Act regarding Public Comment and Public Hearings, however, due to the error regarding the public hearing advertisement, a new public hearing is required reaffirming the resolution.
The attached amendments to the Citizen Participation Plan comply with new provisions and regulations adopted on a federal level by allowing for a five day minimum Public Notice in advance of a Consolidated Plan or Substantial Amendment Public Hearing to contain the date, time, location and/or virtual process of a Consolidated Plan or Substantial Amendment Public Hearing that includes public comment.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City.
