Explanation:

Memorial Health Care System is requesting the City’s partnership to apply for a $2.5 million dollar grant for a lift station, force main and associated infrastructure at Memorial Regional Hospital (3501 Johnson Street). The total estimated construction cost is approximately $4.3 million, and if awarded the grant will offset this cost.  Memorial will be funding and managing all aspects of this private utilities project. 

 

The grant is awarded by the Department of Housing and Urban Development Community Development, who is funding a Community Development Block Grant-Mitigation (CDBG-MIT) administered by the State of Florida Department of Economic Opportunity (DEO). This grant is called Rebuild Florida General Infrastructure Program (Grant). Grant Guidelines are attached.

 

Over the last few months there have been a series of similar grant opportunities, this is the last of this series.  For the last cycle Broward County partnered with both Hospital Districts to apply for grants on their behalf and will not be offering partnerships for this cycle. As such, Memorial is requesting the City’s partnership to apply for the aforementioned project.

 

Although Memorial is a quasi-government entity the hospital cannot independently apply for this series of grants.  The Grant guidelines allow non-governmental agencies, such as Hospital Districts, to only apply in partnership with Units of General Local Governments.

 

By partnering with Memorial the City becomes the applicant and responsible party for ensuring the grant is administered in accordance with the Grant Guidelines (i.e. reporting, financial, audits).  At this time the only request is to apply; however should the grant be offered for award by DEO, specific details regarding administering and reporting will need to be formally considered and accepted as a separate agreement between Memorial and the City. This consideration (Grant and Agreement) will be done in tandem, if grant is offered for award. 

 

Memorial is fully committed to putting the Grant application package together and if awarded will be fully administering the grant, although some City oversight will be required. Additional details are expected to be forthcoming by DEO during the award process for partnerships such as this. It is anticipated this partnership will function similar to sub-recipient agreements where the grant funds “pass through” the City to Memorial.

 

This series of grant opportunities offers $633 million dollars distributed statewide and each project must be submitted separately and is considered independently for award. Essentially, all projects compete against one another.

 

The City has also submitted projects for this series of grants; if awarded the Commission will consider acceptance of the award(s).  Commission approval is being requested for this item (application) as it is a partnership and not a City sponsored project.

 

 

Fiscal Impact:

If the Grant is awarded there will be oversight required by City staff.  This can be better evaluated during the award process.
