Explanation:

The Department of Parks and Recreation seeks authorization to recognize and appropriate funding for the ADRC Elder Grant.

 

This funding was approved by the State to be awarded to the City on a reoccurring annual basis, contingent upon the availability of such funds at the State level.

 

This funding is directed to the City through the State of Florida Department of Elder Affairs and administered through the Aging and Disability Resource Center of Broward County (“ADRC”).

 

The grant funds will be utilized to continue the senior citizen recreation programs and services, including educational, cultural enrichment, field trips and tours, and will be offered through the Fred Lippman Multi-Purpose Center.

 

For the City to begin utilizing the State’s Appropriated Grant Funds for the second half of Fiscal Year 2020 and first half of Fiscal Year 2021, it is necessary for the City and ADRC to enter into certain agreements to establish their mutual programming goals, standards and other criteria established by the State.

 

Fiscal Impact:

The current circumstances stemming from the novel coronavirus pandemic will not hinder the department’s ability to draw down the grant award.  In lieu of providing in-person programs, the department will provide virtual programs until it is safe to return to normal operations.  These programs will be provided at no cost to the City.  The FY 2020 Operating Budget will be amended for the ADRC Elder Grant as detailed in Exhibit 1.
