Explanation:
The Department of Fire Rescue and Beach Safety was recently awarded an Emergency Medical Services (EMS) Matching Grant by the Florida Department of Health (DOH). The award will be used for the purchase of additional Nitronox Units for all of our Rescue Units.
The DOH award is for $32,635.00 and the local match requirement is $10,878.45 for a total of $43,513.45.
The purpose of the grant is to augment EMS’s capabilities by assisting with the purchase of 12 Nitronox Units, a nitrous oxygen mixer, and increasing the supply of nitrous cylinders. This equipment will be used to outfit our entire fleet of Rescue Units, detail units and a spare.
Outfitting the Rescue Units with nitrous oxide capability will allow the Department to completely remove Schedule 2 opiate drugs from the medications carried onboard. This would make the City the first municipality in the County with opiate-free Rescue Units. This action signifies a change in pain management protocols, and is important because EMS has been identified as a first possible link in the chain of opiate addiction. The Department continues to look for ways to improve and provide better care and service for the Hollywood community; becoming opiate-free is an important factor in the Department’s response to the opioid epidemic.
Fiscal Impact:
Funding for the local match portion of this project was included in the adopted FY 2020 Capital Improvement Plan, and is available in account number 334.219901.52200.564530.000104.000.000. The grant award will require an amendment to the approved FY 2020 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.
The estimated annual maintenance costs for the Nitrous Units is $1,595.00 for refilling the tanks, $360.00 for delivery of refilled tanks, and $144 in hydrostatic testing, for a total estimated annual cost of $2,099.00. Additional funding may be requested in subsequent fiscal years to cover the annual maintenance costs.
