Explanation:

During the current COVID-19 pandemic, a number of Emergency Orders have been issued by the State, County and City governing the behavior of individuals and businesses. In response to this Broward County has asked municipalities to assist with the enforcement of such orders.  As of June 17th, 24 municipalities have approved the ILA or have it scheduled for an upcoming commission agenda.

If approved, the City will receive a monthly payment of $35,600.00 for seven months (totaling $249,200.00) to enforce the County’s orders on their behalf.  This cost is a flat rate and is intended to cover all functions of enforcement, such as hearings, mailings, entering information in the “QAlert” system and to provide the status/outcome of any complaints received (i.e. warning notice or citation issued), etc.  Code Compliance will be the primary enforcement agent with support from Police as needed and both will make the necessary staffing adjustments to support reopening of the Hollywood community during this pandemic.

Fiscal Impact:

The City will receive a monthly payment of $35,600.00 for seven months totaling $249,200.00. The funds received from the County will cover any increased costs associated with the additional workload in the Code Compliance Division.  No additional staff will be required to provide these services.

Additionally, per the terms of the Interlocal Agreement, if the County reasonably determines that the City is repeatedly failing to enforce any of the restrictions of the Emergency Order, the City will be deemed ineligible for reimbursement.
