Explanation:
The Department of Public Utilities operates in a dynamic and ever changing environment that requires engineering services on an as-needed basis. Although some of the services are pre-defined but not all of them cannot be anticipated proactively. Such services include addressing ongoing regulatory compliance activities, complying with legislative changes, contractual issues, as well as engineering assessments and evaluations that arise due to unanticipated or urgently needed matters.
The following are ongoing issues and tasks for which engineering services are required or likely to be required:
• Regulatory Compliance such as, permit modifications and/or renewals, consent orders and/or amendments, proactive participation in development of new regulations, technical evaluations and reports to address regulatory issues
• Large User Agreement Issues such as, assistance with engineering aspects of dispute resolution, presentations and project status reports
• Engineering Services such as evaluation of new technologies, periodic reassessment of upgrade and re-rate programs, financial analysis and support for grant funding, preparation of technical letters, reports, and presentation material
On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-283 which authorized the execution of continuing professional consulting engineering services contracts with four firms for water and wastewater projects, one of the firms being Hazen and Sawyer, P.C. The agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.
The tasks described in the proposal will be completed on an as requested basis.
Fiscal Impact:
Funding for this project was included in the adopted FY 2020 Capital Improvement Plan, and is available in account number 442.409901.53600.531300.000731.000.000.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
