Explanation:

In 2004, the City purchased Laserfiche software from MCCi for use in the Police Department. Use of Laserfiche was expanded to the City Clerk’s Office in 2006 and the Building Division in 2007. This software provides electronic document management features which allows the scanning of physical documents and capturing of electronic documents, such as resolutions and contracts in a searchable repository for records management and retention.

 

In 2008, Laserfiche introduced a new version of the software, Laserfiche Rio, which replaced their previous version which is currently being used by the City. The City's current version is not end of life, but is not actively being developed. In fact, Laserfiche stopped selling this version in 2009.

 

The proposed upgrade to Laserfiche Rio provides enhanced records management, forms and workflow modules, not found in the City’s current version of Laserfiche. It will also allow the City to take advantage of credits for what it originally purchased, allow for process automation, and for multiple document repositories. It also has a more robust software development kit which will allow for needed future integrations with Oracle for the Building Department's ERP projects.

 

The Laserfiche system utilizes about 25% of the overall storage for Citywide data on servers that have reached near capacity and are close to end of their useful life. The Information Technology Department has identified the proposed Supermicro server hardware pair to meet the system requirements for Laserfiche Rio which will replace the existing servers as well as provide sufficient storage for future growth, provide redundancy, and allow for an additional estimated 5 years of service.

 

The servers will be purchased from Insight Public Sector, Inc., based upon the Omnia Partners Contract No. 4400006644, a cooperative purchase with Fairfax County, Virginia, serving as lead agency, which allows for the purchase of Supermicro Server hardware as well as 5 years of hardware support for an estimated total amount of $75,000.00.

 

Fiscal Impact:

Funding for this service requires amending the approved FY 2020 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.  This upgrade is an ERP upgrade and as such a portion of the debt borrowing will be allocated to cover the cost of this project.
