Explanation:
The City of Hollywood is experiencing severe weather events due to climate change including the sea level rise (SLR), storm surge (SS) and more frequent storm events. The east side of the City in recent years has experienced frequent flooding due to its low ground elevations. The Department of Public Utilities is proactively taking measures to mitigate the effect of storm events and is in the process of completing the condition assessment of all 10 stormwater pump stations it owns and operates. Condition assessments will allow staff to effectively prioritize the maintenance, repair, rehabilitation, and hardening of critical infrastructure effected by sea level rise and other climatological impacts. During the process of performing condition assessment, a need was identified to add additional services to address stormwater management challenges in the City.
Pumps in the stations, when built, were designed to pump mostly stormwater and the effects of climate were not anticipated and therefore not considered in the design of the pump stations. Consequently, the pump station capacity needs to be reevaluated to continue meeting the intent of the pump stations and to mitigate property loss. The Department of Public Utilities wants the regulatory agencies to allow an increase in the pump capacity to account for climate change. Furthermore, DPU wants to perform electrical and structural testing of the pumps to ensure continued and uninterrupted operation during inclement weather.
On December 10, 2019, via Inter-Office Memorandum ECS-20-001 to the City Manager, the City awarded the professional technical services for the Stormwater Pump Stations Condition Assessments to Tetra Tech, Inc. in the amount of $47,415.00.
On April 16, 2020 the Department of Public Utilities received a proposal from Tetra Tech, Inc. to provide additional professional engineering services to provide support for increasing pump station capacity and increasing their reliability.
The attached Resolution seeks the City Commission’s authorization to execute the attached Amendment No. 1 for Work Order No. TTH 20-01 with Tetra Tech, Inc. for professional engineering services, in the amount of $152,057.00, for an aggregate project cost of $199,472.00.
