Explanation:
Within the City, most span wire ansummerd mast arm traffic signals and signal control cabinets are owned, operated, and maintained by Broward County pursuant to a 1984 Interlocal Agreement with the City. During the construction of several streetscape projects started in the late 1990’s, including Hollywood Boulevard from City Hall to I-95, Harrison Street from N. 21st Avenue to Young Circle, and Young Circle reconstruction, decorative non-Broward County standard mast arm structures were installed by the City under the condition that the City would take over the maintenance of these non-standard structures.
Broward County Traffic Engineering Division (“BCTED”) notified the City of the structural deficiency of two of these decorative traffic signal mast arm structures. The deficient structures are located at the North and South Sides of Hollywood Boulevard Circle, at the NE corner of Hollywood Blvd. and N. 26th Avenue at Polk Street and the SW corner of Hollywood Blvd and S. 26th Avenue at Van Buren Street. These two mast arm structures were identified by BCTED as needing replacement. The Assistant Director of the Department of Design and Construction Management identified a third mast arm with the same structural deficiency at the SE corner of Hollywood Blvd. and S. 26th Avenue at Van Buren Street and, in conjunction with the Director of Development Services, recommended replacing the mast arm.
Due to the structural deficiency of these three mast arm structures, staff recommends they be replaced with Broward County standard mast arm structures. Staff has received confirmation that BCTED will take over maintenance responsibility for any BCTED standard mast arms that are installed, even if only part of the intersection is upgraded.
The City desires to hire a Consulting Engineering Firm to provide the design for the signal mast arms. On December 19, 2018, the City Commission passed and adopted Resolution No. R-2018-400 approving three-year continuing services contracts with five firms to provide professional Engineering Services; one of the firms is Chen Moore & Associates. The Department of Design and Construction Management (“DCM”) negotiated a project scope and fee with Chen Moore & Associates that staff has determined to be fair and reasonable and in accordance with industry standards. DCM recommends that the City Commission approve and authorize the execution of a series of Consultant’s Authorizations to Proceed based upon the proposal from Chen Moore & Associates in the amount of $149,865.00.
The project scope includes project surveying, utility coordination and subsurface utility exploration, geotechnical investigation, the design of three new signal mast arms and related design work, design of temporary signals if required, and construction administration services.
Fiscal Impact:
Funding for the design portion of this project is included in the FY2020 Capital Improvement Plan and is available in account number 336.149901.54100.531210.001125.000.000.
