Explanation:
Infiltration and inflow (I/I) is a common problem most water and sewer utilities in South Florida face. I/I is the introduction of groundwater and/or rainwater into the sanitary sewer system and it has many adverse consequences primary among them include increases in the cost of conveyance and treatment, decrease in the capacity of sewer system, increase in the likelihood of sewage overflows, and regulatory violations. The 2007/2008 Wastewater System Master Plan identified the need to implement several capital improvement projects and programs including Gravity Sewer System Condition Assessment, Renewal, and Replacement of the major components of the City’s sewer collection system. The primary goal of this Program is to reduce infiltration and inflow (I/I) into City’s sewer collection and transmission, and wastewater treatment systems.
In the past 12 years, Department of Public Utilities has installed approximately 455,000 linear feet of Cured-in-Place Pipe (CIPP), repaired more than 630 manholes, and made numerous points repairs to reduce I/I contribution to the City’s sewer system. Department of Public Utilities wants to continue this successful program and repair manholes identified for rehabilitation.
On September 18, 2019, the Department of Public Utilities staff prepared bid documents and advertised the project, soliciting qualified construction services. On October 16, 2019, four bid proposals were received at the Office of the City Clerk and were publicly opened at the Southern Regional Wastewater Treatment Plant with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract documents, the Department of Public Utilities staff determined the bid proposal received from Envirowaste Services Group, Inc. is the lowest responsive and responsible bidder. On October 24, 2019, a Notice of Intent to Award related to the project was posted on the City’s website and on DemandStar; no bid protests were received.
On March 4, 2020, Envirowaste Services Group, Inc. submitted a letter to the City and confirmed that they will honor the original bid price for an additional 90 days.
The attached Resolution seeks the City Commission’s authorization to execute a contract with Envirowaste Services Group, Inc. for manhole evaluation and repairs in the amount of $309,500.00.
The Department of Public Utilities staff recommends that the City Commission authorize the appropriate City officials to execute the attached contract with Envirowaste Services Group, Inc.
The estimated time to complete the project is 395 days from the date of Notice to Proceed.
Fiscal Impact:
Funding was included in the FY 2020 Capital Improvements Program that was approved via Resolution R-2019-284 and is available in account number 442.409901.53600.563010.000712.000.000.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
