Explanation:

On June 25, 1997, The CRA adopted the Hollywood Beach Community Redevelopment Agency Plan for the Hollywood Beach District Area with the Community Redevelopment Agency (CRA).

 

The Pilot Project and Phase I, II and III of the Streetscape improvements and undergrounding have been proven a success in transforming the pedestrian and vehicular streetscape.

 

The CRA intends to continue with Phase IV and SR A1A - undergrounding of overhead utilities and E/W streetscape beautification south of Hollywood Boulevard to the southern boundary of the City.

 

Pursuant to Resolution No. R-2005-324, the City supported and approved various capital improvement projects, including the underground conversion of overhead utility lines on City rights-of-way.

 

On February 5, 2019, the CRA Board approved Resolution No. R-CRA-2019-09, authorizing the appropriate CRA officials to negotiate and execute a contract with the highest ranked firm, Kimley-Horn and Associates Inc. ("KH").

The CRA followed the procedures established in Section 287.055, Florida Statutes, known as the Consultants’ Competitive Negotiation Act, to procure services from such consulting firm.

Pursuant to the procedures established in the Consultants’ Competitive Negotiation Act, on October 22, 2018, the CRA issued RFQ BCRA 19-001 to provide professional engineering services for phase IV streetscape and SR A1A.

On June 5, 2019 the CRA Board approved Resolution No. R-CRA-2019-28, and authorized the appropriate CRA officials to issue a Notice to Proceed to KH to provide consulting services for Phase IV and SR A1A for undergrounding of overhead utilities lines in an amount not to exceed $374,860.00.

The CRA requested a proposal for the consulting fees for the complete scope of professional services required to issue the construction documents for Phase IV and SR A1A - undergrounding of overhead utilities and E/W streetscape beautification.

Services to be completed under this contract include, but are not limited to demolition,paving, grading, hardscape, landscape, Irrigation, drainage, lighting and undergrounding, and to provide an allowance for storm drainage based on the Florida Department of Transportation tidal flooding study.

 

 

Fiscal Impact:

The total fees to be paid for the consulting services provided by Kimley-Horn and Associates, Inc. shall not exceed $2,870,090.00.  Funding for this expenditure is available in the Beach CRA FY 2020 account number 163.639901.55200.563010.001236.000.000 - Const Imprvmt  - Underground Ph 4 (East/West Streets).
