Staff Recommends: Approval of Attached Resolution.

 

 

Explanation:

Housing and Urban Development regulations governing the Community Development Block Grant (CDBG) Program and the Consolidated Plan require that the City, as an entitlement metropolitan city, provide citizens with an adequate opportunity to participate in an advisory role in planning, implementing and assessing the program.

 

Pursuant to the authority provided under the Coronavirus Aid, Relief and Economic Security (“CARES”) Act, the United States Department of Housing and Urban Development waived the requirements set forth in 24 CFR 91.105(c) (2) and (k), 24 CFR 91.115(c) (2) and (i) and 24 CFR 91.401 concerning Public Notice and the Public Comment Period for Consolidated Plan Developments and Amendments.

 

The attached amendments to  the Citizen Participation Plan will allow for a five day minimum Public Notice in advance of a Consolidated Plan or Substantial Amendment Public Hearing to contain the date, time, location and/or virtual process of a Consolidated Plan or Substantial Amendment Public Hearing that includes public comment

 

 

Fiscal Impact:

Approval of this resolution will not fiscally impact the City.
