Explanation:

A City-wide Enterprise Resource Planning (ERP) effort was initiated in 2017. Since this time, the City implemented an Oracle solution as part of the initial five phases of this effort. It is imperative for the sustainability and continued enhancement of the system to engage a Managed Service Provider to provide necessary support and ongoing maintenance assistance.

RFP-4626-20-PB Oracle Managed Services Provider was posted in Bidsync on November 18, 2019 and closed on December 30, 2019.

Nine proposals were received from the following vendors: Sierra-Cedar; AAIS Global; Infolob; Remote DBA Experts, LLC; Ciber; High Street; CAI; Apps Associates; and Oracle America.

An evaluation committee consisting of representatives from Human Resources, Information Technology, Budget & Performance Management, Procurement Services, Financial Services, and the City Manager’s Office evaluated each proposal on February 18, 2020 based on the following evaluation factors: Profile of Proposer, Proposers Qualifications, Project Understanding & Methodology, and Pricing.

The following short list of firms were invited to present oral presentations: Oracle America, Sierra-Cedar, High Street, and CAI.

Oral presentations were conducted on March 11, 2020 and at the conclusion of the oral presentations the ranking of the firms was:

1st Ranked Firm:                     Sierra-Cedar

2nd Ranked Firm:                     High Street

3rd Ranked Firm:                     Oracle America

4th Ranked Firm:                     CAI

The recommendation of the evaluation committee is to enter into a Blanket Purchase Agreement with the top ranked firm Sierra-Cedar and to be authorized to negotiate with the firms in sequential order if terms and conditions cannot be agreed upon with the 1st ranked firm.

Fiscal Impact:

The estimated cost for the remainder of FY 2020 will not exceed $200,000. The contract period shall be for a total of four years and the annual cost beginning in FY 2021 will not exceed $400,000.  The impact per fiscal year is depicted below:

Funding through the end of the fiscal year requires an amendment to the Fiscal Year 2020 Capital Improvement Program as detailed in Exhibit A, subject to approval of this resolution.  Additional funding will be requested in subsequent fiscal years’ operating budget subject to the approval and adoption by the City Commission.
