Explanation:

The Department of Public Utilities (DPU) owns, maintains and operates over 11,200 water isolation valves dispersed throughout our complex water distribution system. DPU is mandated by the Florida Administrative Code, Chapter 62-555.350, to implement a comprehensive maintenance and management program for all isolation valves within the public water system. To comply with mandate, DPU currently uses a single turner valve maintenance trailer, which is 11 years old and has reached its useful life.

 

DPU is proposing to acquire a new valve maintenance trailer through Florida Sheriffs Association (FSA) Bid Number FSA19-VEH17.0 - Heavy Trucks and Equipment. Duval Ford, LLC was one of the successful bidders and holds a contract with the FSA. Duval Fort, LLC is also the exclusive vendor of E.H. Wachs equipment.  The proposed new equipment represents an updated version of the existing equipment.

 

Om March 25, 2020 DPU received a proposal from Duval Ford, LLC, for a single valve turner trailer in the amount of $67,412. This amount also includes the cost of operational accessories in the amount of $1,537.00. The cost of these accessories were not a part of the FSA bid but are a permissible purchase pursuant to Section 38.40 (8) of the Purchasing Ordinance as a best interest, and will be included in the attached Purchase Order.

 

DPU recommends the City Commission authorize the issuance of a purchase order to Duval Ford, LLC for the purchase of one single turner valve maintenance trailer based on the terms and conditions included in the FSA Contract FSA19-VEH17.0.

 

The applicable FSA contract (FSA19-VEH17.0) is valid from October 1, 2019 to September 30, 2020, therefore, issuance of the requested purchase order is of the essence.

 

Fiscal Impact

Funding for this purchase requires amending the approved FY 2020 Capital Improvement Program as detailed in Exhibit A, subject to approval of this resolution.

 

Upon issuance of the related purchase order, Public Utilities staff will fully manage this project and will lead all coordination with the vendor. The proposed single turner valve maintenance equipment carries a standard one-year warranty; staff will evaluate the need of pursuing an extended warranty near the conclusion of the standard warranty.
