Explanation:

The Parking Division presented the 1st reading of PO-2019-22, Revisions to Chapter 72 of the City Code of Ordinances on September 18th, 2019. The Commission requested changes to the revised ordinance. Those changes are a clause explaining the different fine structures for violations at the beach and elsewhere in the City, language authorizing the Parking Administrator to set days and times for loading zones, definition of eastern and western boundaries of the City for overtime parking violation enforcement and corresponding fine structures and better definition of trucks, tractor trailers, semi-trailers and trailers

Chapter 72 of the Hollywood Code of Ordinances sets forth regulations and guidelines relating to parking within the City. Changes have been recommended by the recent Barrier Island Parking Study within both the Downtown and Beach areas of the City. There have also been discussions with the Commission to re-evaluate the parking permit program.

City staff have reviewed the existing guidelines and regulations and determined that the current provisions need to be updated to coincide with the City’s current visions as well as be consistent. Revisions include creation of a Beach Residential Parking Permit, an overnight ban on semi and tractor trailer parking, changes in penalties for blocking sidewalks and driveways and a revision to the enforcement of unregistered vehicles, including the ability to remove same by either Hollywood Police Officers, Parking Enforcement Officers or Code Enforcement Officers. Staff has also codified the process of designating parking permit areas.

The Parking Administrator recommends approval of the ordinance.

Fiscal Impact:

The fiscal impact of the proposed changes to the fee structure is anticipated to be minimal (dependent on the type of violation and location in which the violation occurs).  If a new beach residential permit is enacted, the fee will be established as part of a separate resolution per City ordinance.
