Staff Recommends: Approval of the Ordinance (second reading).

Explanation:

At the April 22, 2020 Commission meeting the City Commission voted to change the ordinance to require an annual report and to require the board to automatically sunset on August 30, 2027 unless otherwise extended.

The Emerald Hills Safety Enhancement District was established in 2017 under Ordinance No. O-2017-13 as a dependent special district within the meaning of Chapter 189, Florida Statues, for the purpose of providing a security detail in Emerald Hills.  The District is set to automatically sunset in November 2020 which is three years from the effective date.

The Board members have requested the City Commission eliminate the sunset clause in order to make the District permanent.  The Board is not proposing any additional changes to the Ordinance.

Fiscal Impact:

Approval of this ordinance will not fiscally impact the City.
