Explanation:

On March 12, 2019, City residents passed the General Obligation Bond to fund a variety of City-wide public improvement projects, which included the construction of a new Clubhouse and course renovation at Hollywood Beach Golf Course.

On August 28, 2019, the City Commission passed and adopted Resolution No. R-2019-229, ranking architectural/engineering firms and authorizing the appropriate City officials to negotiate an agreement with the highest-ranked firm, and if not able to negotiate and award a contract, authorizing the appropriate City officials to negotiate and execute an agreement with the next highest-ranked firm, Synalovski Romanik Saye, LLC ( SRS).

The scope of the project includes a re-alignment of the golf course to accommodate a clubhouse in the SW corner of the property, design of the new clubhouse, regrading and raising the east side of the golf course to allow faster recovery after rain events,  renovation of the tees, fairways, bunkers, and greens for all holes of the golf course, design of golf course maintenance and restroom building, design of landscaping,  irrigation and all required site work, and the design of a perimeter multi-use path.  The City will seek green building certification for the clubhouse facility, in accordance with requirements in the City Code of Ordinances.

The Site Plan approval, City and external agencies permitting process is anticipated to take 18 months. Once a Construction Management at Risk firm is under contract, a construction phasing plan will be developed that will minimize the golf course closure during the clubhouse construction, while keeping overall oversight costs under control.

The Director of Design and Construction Management, the Director of Parks, Recreation and Cultural Affairs, and the Director of the Office of Procurement Services, recommend the City Commission approve and authorize the appropriate City officials to execute the attached Professional Services Agreement with SRS  to provide Architectural/Engineering and Landscape Architectural Services for Golf Course Renovations, Site and Building Design, Construction Documents, Permitting and Construction Professional Services for the Hollywood Beach Golf Course and new Clubhouse, a General Obligation Bond Project, in the amount not to exceed $924,000.00.

Fiscal Impact:

Funding for this project was included in the adopted FY 2020 Capital Improvement Plan, and is available in account number 333.309901.57200.531210.001194.000.000.
