Explanation:
The Department of Public Utilities requires quarterly deliveries of Sodium Hexametaphosphate for Water Treatment Plant Operations.
The purchase of this product was competitively bid by Palm Beach County pursuant to its Bid No. 750785A on September 7, 2018;and
Palm Beach County Board of Commissioners awarded Bid No. 750785A to the lowest responsive and responsible bidder, Carus Corporation, for a one year initial term with three additional one year renewal periods.
Carus Corporation, has agreed to extend the same pricing, terms and conditions to the City as provided to Palm Beach County as outlined in Palm Beach County’s contract.
Section 38.40(C)(5) of the Purchasing Ordinance allows the Director to procure, without formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
The Director of Public Utilities and the Director of Procurement & Contract Compliance recommend that the City Commission approve the issuance of a blanket purchase order to Carus Corporation for the l purchase of Sodium Hexametaphosphate in an estimated amount of $70,000.00.
Award is subject to the City’s receipt and approval of all insurance certificates and endorsements required by the City’s Risk Manager.

Funding for this purchase is available in the FY 2020 Adopted Operating Budget in account number 442.400501.53600.552330.000000.000.000.
