Explanation:

The passage of the City’s General Obligation Bond issue in March of 2019 included provisions to set funding aside in the amount of $2,189,118.00 for the establishment of the City of Hollywood’s Traffic Calming Program.  The City’s Engineering, Transportation & Mobility Office has received numerous requests from residents throughout the City for Traffic Calming Devices such as speed humps, speed feedback signs, roundabouts and other such devices be installed along the local streets in their neighborhoods to address speeding and cut-through traffic.  These devices have been installed at numerous locations in the past and there is a need to establish a formal traffic calming program that would prioritize the locations Citywide.

 

On December 19, 2018, the City Commission passed and adopted Resolution No. R-2018-400 that authorized the execution of continuing service contracts with five firms, one of which was Atkins North America, Inc. to provide professional engineering services for civil, landscape architecture and planning services.  Staff requested a proposal from Atkins North America, Inc. to provide engineering services for the establishment of a formal Traffic Calming Program and to perform the studies necessary to evaluate and prioritize the various locations where traffic calming treatments could be effective to reduce vehicular speeds and cut-through traffic in previously identified neighborhoods.

 

Fiscal Impact:

The total fees for performing the tasks associated with establishing and implementing the Traffic Calming Program are in an amount not to exceed $119,993.00 and funding for the attached agreement has been provided in the Fiscal Year 2020 budget in Account No. 333.149901.54100.563010.001185.000.000.
