Explanation:

On March 12, 2019, City residents passed the General Obligation Bond to fund a variety of city-wide public improvement projects, which included the construction of a new Police Headquarters.

 

On July 3, 2019, the City Commission passed and adopted Resolution No. R-2019-222, ranking architectural/engineering firms selected under Request for Qualification POL-19-013 and authorizing the appropriate City officials to negotiate and execute an agreement with the highest ranked firm, ODP.

 

The new Police Headquarters will be located just to the south of the current Police Building, in the northern section of the Orangebrook Golf Course driving range. The building will be LEED certified. A parking garage is planned immediately west of the Police Headquarters to provide secure and separate parking for the Police staff, and first floor parking and storage for high clearance law enforcement vehicles and miscellaneous equipment. Building functions such as Property and Evidence, Vehicle Inspection Areas, Gun Range, and Special Deployment Areas will be accessible/adjacent to the parking garage.

 

The project scope for the consultant includes submittal and securing a Land Use Plan Amendment and Platting with the City and Broward County. It will also include the usual Site Plan and Building Permit process, in addition to parcels for future development to be included in a Master Plan, the Land Use Plan Amendment, and Phase II Platting.

 

The Land Use Plan Amendment, Master Development, Site Plan, Platting and Permitting process is anticipated to take 26 months, the construction contract negotiation and award 4 months, and construction 18 months, for a total project time of 48 months.

 

The Director of Design and Construction Management, Director of Procurement and the Police Chief recommend the approval of the ODP Proposal to provide Architectural/Engineering Services for Land Development, Site and Building Design, Construction Documents, Permitting and Construction Phase Professional Services for the new Police Headquarters, a General Obligation Bond Project, in an amount not to exceed $3,966,500.00.
