Staff Recommends: Approval of the Attached Resolution.
Explanation:
On March 12, 2019, City residents passed the General Obligation Bond to fund a variety of city-wide public improvement projects, which included the construction of a new Clubhouse.
On August 28, 2019, the City commission passed and adopted Resolution No. R-2019-229, ranking architectural/engineering firms and authorizing the appropriate City Officials to negotiate an agreement with the highest ranked firm, Mark McCumber and Associates.
The Golf Course greens will be renovated, the east end regraded and raised to allow faster recovery after rain events, and the new Clubhouse will be relocated to the SW corner of the property. The clubhouse will seek Florida Green Building Coalition Certification for Government Facilities.
The Site Plan, City and external agencies permitting process is anticipated to take 18 months. Once a Construction Management at Risk firm is under contract, a construction phasing plan will be developed that will minimize the golf course closure during the clubhouse construction, while keeping overall oversight costs under control.
The License and Management Service Agreement for Hollywood Beach Golf Course and Country Club and the amount and dates for Capital Contribution required of the Management Company, McCumber Wright Venture, LLC; will be renegotiated with the intent to add the Capital Contribution to the Project Budget before the Capital Contribution is due, September 30, 2020.
The Director of Design and Construction Management, the Director of Parks and Recreation, and the Director of Procurement recommend that the City Commission approve and authorized the execute of the attached Professional Services Agreement along with the proposal by McCumber and Associates to provide Architectural/Engineering and Landscape Architectural Services for Golf Course Renovations, Site and Building Design, Construction Documents, Permitting and Construction Professional Services for the Hollywood Beach Golf Course and new Clubhouse, a General Obligation Bond Project, in the amount not to exceed $951,150.00.
