Explanation:

The Department of Public Utilities is requesting to purchase Nalco PC-1850T Antiscalant for use on the Reverse Osmosis and Nano filtration membranes, to prevent scale formation and the fouling of the membrane surfaces as necessary by the Water Treatment Plant for operational purposes.

 

Nalco Water, Inc. is the sole manufacturer and distributor of Nalco PC-1850T Antiscalant that provides the RO 3D TRASAR patented process which provides both chemical and component monitoring of inline real time chemical addition.

 

On December 11, 2019, the Office of Procurement Services posted a Notice to Sole Source Number NTSS-008-20 to purchase Nalco PC-1850T, issued an electronic notification to various vendors, and identified December 19, 2019, as the posting expiration date.

 

The Office of Procurement Services received no responses to the Notice to Sole Source Number NTSS-008-20.

 

Section 38.40(C)(3) of the City’s Purchasing Ordinance exempts sole-source supplies and services, such as unique, patented, or franchised supplies or services, from the competitive bid requirements.

 

The Director of Public Utilities and the Director of Procurement & Contract Compliance recommend the City Commission approve and authorize the issuance of a purchase order to Nalco Water for the purchase of NALCO PC-1850T Antiscalant in the amount of $150,000.00.

 

Funding for the Purchase Order agreement has been provided in the fiscal year 2020 budget in the Department of Public Utilities account number 442.400501.53600.552330.000000.000.000 and funding will be budgeted in subsequent fiscal years subject to the passage and adoption of each subsequent fiscal year’s Operating Budget by the City Commission.

 

Award is subject to the City’s receipt and approval of all insurance certificates and endorsements required by the City’s Risk Manager.
