Explanation:
Pursuant to Chapter 163, Florida Statutes, municipalities are required to prepare comprehensive plans establishing each city’s vision unique and priorities for the future, reinforced by tools, strategies, and initiatives for implementation. Such plans shall be consistent with the Broward County Land Use Plan under the Broward County Charter.
The City of Hollywood’s Comprehensive Plan was first adopted in 1989. The current Plan was adopted in January 2008.
The Department of Development Services, Planning and Urban Design Division, seeks to update its Comprehensive Plan with the intent of establishing an innovative, dynamic, and stimulating plan, which reflects the City’s unique character-in accordance with the recently adopted, County Comprehensive Plan, Broward Next.
On July 29, 2019, the City issued a Request for Qualifications (RFQ-4611-19-AP-Comprehensive Plan) for this purpose and received six qualified responses from the following firms: Calvin, Giordano & Associates, Inc., Ecosistema Urbano LLC, KCI Technologies, Inc., Kimley-Horn and Associates, Inc., The Corradino Group, Inc.; and, The Image Network, Inc. dba Dover, Kohl & Partners.
On September 17, 2019, an Evaluation Committee consisting of three voting members from Development Services, Planning and Urban Design, and Communication, Marketing & Economic Development, and four non-voting member from Parks, Recreation & Cultural Arts (PRCA), Public Utilities, Community Development, and Broward County Planning Council met and evaluated the proposals. The evaluations were based on the criteria/factors established in the RFQ, as follows: Qualifications, Relevant Experience & References, Project Understanding & Approach, Approach, and Innovation. Based on this, the Evaluation Committee unanimously decided to invite the four highest ranked firms for oral presentations. The oral presentations were made on October 30, 2019; after which, the Evaluation Committee evaluated and ranked the proposals. The two highest ranked firms were:
Ecosistema Urbano LLC 276 Points
KCI Technologies, Inc. 241 Points
Based on this, the Evaluation Committee recommends that the City Commission authorize the negotiation of an agreement with the highest ranked firm, Ecosistema Urbano, LLC. If during negotiations an agreement cannot be reached with Ecosistema Urbano, LLC; staff will terminate such negotiations; and will continue negotiations with the next highest ranked firm, KCI Technologies, Inc. The negotiated agreement will be brought back to the City Commission for consideration.
