Explanation:

In October of 2018, Broward County, the City of Hollywood and the City of Hollywood Community Redevelopment Agency executed an interlocal agreement entitled “Interlocal Agreement Among Broward County, The City of Hollywood, and the City of Hollywood Community Redevelopment Agency Regarding Funding for Affordable Housing” (ILA).

 

The ILA requires the City to submit a written report to Broward County by December 31st of each year. The written report must include the following information:

 

1.                     The total balance of the Program Funding Account, and all deposits to and debits from the program funding account for the prior fiscal year.

 

2.                     A list of all affordable housing programs that received any funding the prior fiscal    year (including any expenditure, encumbrance, appropriation, or other designation of funds for each program).

 

On February 20, 2019 the City Commission approved Resolution R-2019-030 adopting the Policies Governing Programs Supported by the Interlocal Agreement for Affordable Housing, Work Skills Development, and Infrastructure. The policies provide direction and guidelines for administering programs operated with “County Contribution Funds” (CCF). Additional programming was added on April 17, 2019, which was approved by Resolution R-2019-095.

 

The policies include guidance on Program Administration, Affirmative Marketing, Written Agreements, Green Building Practices, Monitoring, Inspections and Reporting.

 

Approved activities include the following:

 

•             Owner-Occupied Housing Rehabilitation

•             Rental Rehabilitation

•             First-time Homebuyer Purchase Assistance

•             Housing Acquisition/Rehabilitation

•             Work Skills

•             Relocation Assistance

•             Police Officer Next Door

•             Essential Employee Rental Assistance

•             Demonstration Block

 

This is a presentation updating the status of the ILA activities referenced above.
