Explanation:

The 2007/2008 Wastewater System Master Plan identified the need to meet new regulatory requirements related to House Bill 7139 and Senate Bill 1302, also referred to as the “Ocean Outfall Rule Change”. The approved Ocean Outfall Rule Change legislation requires elimination of the ocean outfall disposal at the Southern Regional Wastewater Treatment Plant (“SRWWTP”) by the year 2025.

 

On January 30, 2019, the City obtained construction permits for Deep Injection Wells No. 3 and No. 4 from the Florida Department of Environmental Protection. 

 

On August 28, 2019, the City Commission passed and adopted Resolution No. R-2019-246, which authorized the appropriate City officials to execute a contract with Youngquist Brothers, Inc., in the amount of $39,939,939.00 for the drilling of the Deep Injection Wells No. 3 and No. 4 at the SRWWTP.

 

The Department of Public Utilities followed the procedures set forth in Section 287.055, Florida Statutes entitled “Consultants’ Competitive Negotiation Act” and the City’s Purchasing Ordinance to advertise for statement of qualifications for construction administration services during drilling of the Deep Injection Wells No. 3 and No. 4 project.

 

On November 6, 2019, the City Commission passed and adopted Resolution No. R-2019-327 authorizing the negotiation of an agreement with the highest ranked firm, Brown and Caldwell and the negotiated agreement would be brought back to the City Commission for consideration and approval.

 

Based upon Resolution No. R-2019-327, the Department of Public Utilities negotiated the attached agreement with Brown and Caldwell Corporation to provide full construction administration services for the drilling of Deep Injection Wells No. 3 and No. 4.

 

The Department of Public Utilities recommends that the City Commission approves and authorizes the appropriate City officials to execute the attached Agreement with Brown and Caldwell Corporation.
