A Resolution Of The City Commission Of The City Of Hollywood, Florida, Approving And Authorizing The Appropriate City Officials To Apply For And If Awarded, Accept The Broward Metropolitan Planning Organization’s Complete Streets And Other Localized Initiatives Program Award, In An Amount Not To Exceed $6,000,000.00 To Implement Complete Streets And Other Localized Initiatives Projects Relating To Filling In Sidewalk Networks And Other Pedestrian Safety Improvements Specifically For The Following Areas: 1) Sheridan Park & Hollywood Acres Sidewalk Network Infill; And 2) Sidewalk Construction Infill In Area Bordered By State Road 7 To The East, N. 64th Avenue To The West, Hollywood Boulevard To The South, And Johnson Street To The North (Johnson Street West Of SR7 Sidewalk Network); And If Successfully Awarded, Committing The City To Provide Matching Funds In The Estimated Amount Of 12% Of The Total Cost For Project Contingencies Together With The Applicable Operating And Maintenance Costs Once The Projects Are Completed; Further Authorizing The Appropriate City Officials To Execute Any And All Applicable Program Documents And Agreement(s); And Endorsing The Florida Department Of Transportation Delivery Of The Proposed Projects.

Explanation:
The Broward Metropolitan Planning Organization (Broward MPO) has adopted Commitment 2040, their Long Range Transportation Plan (“LRTP”) and has funding available from the Federal Highway Administration (FHWA). This has set the stage for a streamlined program for funding local mobility projects where the Broward MPO has established the Complete Streets and Other Localized Initiatives Program (CSLIP).
Under the CSLIP, the City of Hollywood intends to submit two grant applications in November 2019 for two projects that are within the Program’s total aggregate estimated project cost of $6,000,000.00. If successfully awarded, the City would be required to provide matching funds in an estimated amount of 12% of project total costs for project contingencies at time of grant funding award which is anticipated in FY 2024. Upon completion of the projects, the City will be responsible for operating and maintenance costs.
These Projects would be implemented along City maintained local streets within the following geographical areas/zones: 1) Sheridan Park & Hollywood Acres Sidewalk Network Infill: Taft Street to the south, Sheridan Street to the north, West Park Road to the east and State Road 7 to the west, 2) Sidewalk Construction Infill: State Road 7 to the east, N. 64th Avenue to the west, Hollywood Boulevard to the south and Johnson Street to the north.
The Broward MPO requires a Resolution of Support from the City of Hollywood in order for a grant application to be accepted and evaluated for ranking. The ranking by the City to be used by the MPO when selecting from multiple projects from one applicant shall be as follows:
1. Sheridan Park & Hollywood Acres Sidewalk Network Infill: Taft Street to the south, Sheridan Street to the north, West Park Road to the east and State Road 7 to the west
2. Sidewalk Construction Infill: State Road 7 to the east, N. 64th Avenue to the west, Hollywood Boulevard to the south and Johnson Street to the north
Also, as part of this approval, the City endorses the Florida Department of Transportation to deliver the referenced projects on the City’s behalf,
