Explanation:

It is in the best interest of the City to enter into an agreement with a development impact fee calculation firm to provide services required to implement new non-utility impact fees and update the current park impact fee to meet the demands placed on the City’s infrastructure by new development and redevelopment projects.

 

The non-utility development impact fees to be evaluated and considered under this contract will include a review and update of the park impact fee (created in 2013), new police impact fee, new fire impact fee, new general services impact fee, new transportation and mobility impact fee and new affordable housing impact fee.

 

The selection of this consultant was approved by the City Commission, under Resolution R-2019-203 on July 3, 2019. The firm, Tindale Oliver and Associates, Inc., was selected under RFQ-4604-19-PB as the top ranked firm to provide development impact fee study services for non-utility impact fees.

 

Development Services staff negotiated scope of services and fee schedule with Tindale Oliver and Associates, Inc. for all development impact fees listed above, leading to preparation and adoption of ordinances and requests City Commission approval to expend $141,815.00 for this study.
