Explanation:
The City conducted its last reserve capacity study in FY 2009 and implemented the sewer reserve capacity by the passage and adoption of Ordinance No. O-2009-15 and the water reserve capacity by the passage and adoption of Ordinance No. O-2009-14.

As the last study was conducted approximately 10 years ago, it is necessary to conduct a new reserve capacity study.

The City desires to expand its sewer system and needs a funding study to fund that expansion.

On August 26, 2015, the City Commission passed and adopted Resolution No. R-2015-250 authorizing the appropriate City officials to negotiate and execute a three year agreement with Lighthouse Utility, Inc., the highest ranked firm, to provide rate consulting, large user group true-up financial and technical services.

The existing agreement provided for one additional three year renewal, and the City Manager pursuant to Section 38.48(C)(1) of the City's Purchasing Ordinance renewed the agreement for three years expiring on November 14, 2021.

The Department of Public Utilities recommends that the City Commission authorize the appropriate City officials to execute the attached Authorization to Proceed for Work Order No. LH-19-03 with Lighthouse Utility Consulting Inc., in the amount of $154,462.00.

Funding for the Authorization to Proceed for Work Order No. LH-19-03 has been appropriated and exists in account numbers 442.409901.53600.531300.000731.000.000 and 442.409901.53600.531300.000744.000.000, and was included in the FY 2019 Capital Impr...
