Explanation:
The Polk Street Marina Boat Ramp (700 Polk Street) has seen an increasing number of King Tide events causing North Lake to breach the top of the boat ramps/launch and into Polk Street. City staff had designed a small raising, of a portion, of the boat launch area of about 8” high. This design was estimated and quoted to cost $80,000.00. That initial project scope did not include a drainage system, new relocated driveways, ramps, lighting or landscaping, it only included some limerock and asphalt. The project had not been funded as it seemed to have a short window of effectiveness as sea level rise and tides have become unpredictable. The Florida Resilient Coast Lines program, desired to fund resiliency improvements that could provide a protection level to elevation 4.5 NAVD (average 3 foot increase from existing elevations).
Approved under Resolution No. R-2018-347, the City applied for a grant from the Department of Environmental Protection (FDEP) for the Florida Resilient Coastlines Program Award 2018/19 grant cycle, to make resiliency improvements at the City’s Marina Boat Ramp (Project). At this time, the original total project cost was estimated to be $619,675.00 with a portion of the FDEP grant funding estimated to be $450,000.00 with the City committing funds in the amount of $169,675.00 in order to complete the project at its estimated cost. On October 25, 2018, FDEP awarded the City grant funding in the amount of $400,000.00. In addition on January 17, 2019, the parties finalized the execution of the grant agreement, allowing project expenditures to commence while maintaining the original Project completion date set for May 31, 2019.
The design contract was approved on January 16, 2019, under Resolution R-2019-003, to Craven Thompson and Associates, Inc. in the amount of $98,450.00. Upon completion of construction documents and submittal for permitting, the top ranked Construction Management at Risk firms approved by R-2019-025, State Contracting and Engineering Corporation (SCEC) evaluated the project, design intent, project scope, permit plans, and provided estimated costs, which resulted in plan revisions and modifications of estimated project costs.
Due to the cost, scope and time changes, and in order to maintain grant funding, the Project was divided into two grant phases - design & permitting in the 2018/2019 grant cycle and construction in the 2019/2020 grant cycle and the City entered into a grant amendment for reimbursement of the design & permitting costs in the amount of $75,950.00 for the 2018/2019 grant cycle ending May 31, 2019. The City applied for and was awarded the remainder of the grant funding for the 2019/2020 grant cycle in the amount of $324,050.00 and FDEP required the City to execute a revised grant agreement.
The project scope now includes reconstructing the boat ramps maneuvering and launching area by raising the site to maximum elevation of 4.5 NAVD from current average elevation of 1.5, preventing rising tides to wash over the ramps and driveways into the streets, new limerock base, new drainage system with retention area, asphalt, relocated driveways, structural retaining walls, new ramp slabs, entry gates, site lighting, sidewalks, curbing and landscaping.
SCEC provided the City with a final Construction Management at Risk Guaranteed Maximum Price proposal of $814,597.00 and the proposed construction contract completion time is 120 calendar days from mid-October, 2019 with completion of the project before March 31, 2020.
The total City contribution for the project is $521,900.00 and the total grant funding is $400,000.00 for a total project cost of $921,900.00. On November 7, 2018 funding in the amount of $169,675.00 was approved (R-2018-347), and on August 28, 2019 additional City required funding in the amount of $352,225.00 also approved (R-2019-230).
