Explanation:

The CRA require the services of a consultant to provide electrical engineering consulting services in order to implement the Pedestrian Lighting Improvements Project in an expeditious fashion.  Consulting services will be requested on an “as needed - when needed” basis and the term of the contract will be for the Pedestrian Lighting Improvements Project only.

 

The CRA followed the procedures established in the Florida Statutes, Section 287.055, Consultants’ Competitive Negotiation Act, to procure the required services and advertised for Professional Services from electrical engineering consulting firms.

 

Statements of Qualifications were received from three (3) firms and reviewed by an Evaluation Committee comprised of in-house professionals, more specifically, one Director, one Senior Project Manager and one Project Manager.

 

Upon review of the Statements of Qualifications, the firms were ranked based upon specific selection criteria as follows:

 

1)                     PE Consulting Engineering

2)                     Kimley Horn

3)                     ADA Engineering

 

The CRA Executive Director recommends the negotiation and execution of a contract with the top ranked firm, on as needed basis to provide the required service.  The cumulative amount of fees to be paid for services provided by the consultant under this contract shall not exceed $1,000,000.00, and all related capital costs are subject to review and approval of the CRA Board prior to commencement of the project.
