Explanation:
On July 3, 2019, an Interlocal Agreement ("ILA") was entered into with Broward County (R-2019-192) regarding the placement of P25 equipment for a second site location in Hollywood. As required in the ILA, Monetti and Associates (Monetti) was jointly selected to complete and issue a Binding Report within 45 days of being contracted. Based on the ILA, Monetti was to include a recommendation for a final site location after analyzing both West Lake Park (WLP) and the CIRC Residences for:
- Capital Cost Estimates
- Operating/Support and Maintenance Cost Estimates
- Comparison/Feasibility
The ILA goes on to state that, "except as otherwise expressly provided in the Agreement, the Independent Expert shall consider any and all cost, timing, and other factors he or she determines to be material including, as applicable, and or all of the following...", and the ILA goes on to list 22 additional items (ILA, pg. 6 of 19). In addition, Exhibit "A" of Monetti's Consulting Agreement (pg. 17) includes the "Criteria and Services" to be rendered.
Monetti completed their analysis timely, issuing a document on Friday, August 16th. Monetti concluded that, "[i]f the CIRC was the only choice it could in fact be built. However, based on this analysis and M&A's experience, WLP stands out to be the choice for the reasons highlighted in this report." (Comparative Analysis, pg. 77)
Monetti used a detailed numeric scoring system (Comparative Analysis, pg. 71) to help determine which site to recommend (CIRC 12 points/WLP 34 points) and, "[a]fter a thorough and careful analysis of all the data, interviews, site visits and based on expert experience, our determination is to proceed with the WLP site deployment.
