Explanation:
The Department of Public Utilities is requesting to purchase a Headworks Grit Clarifier Drive Unit as the current drive assembly needs to be replaced and this equipment is necessary for the operation of the Wastewater Treatment Plant.
Arroyo Process Equipment, Inc. is the sole manufacturer and distributor of Eimco Water Technologies and Dorr-Oliver process equipment and the Headworks Grit Clarifier Drive Unit (Ovivo Model C40P1 Dorr-Oliver) supplied and installed by Arroyo is the only assembly that will fit or work in the current piping arrangement which was designed for the capacity of the Eimco and Dorr-Oliver equipment.
On June 20, 2019, the Office of Procurement Services posted a Notice to Sole Source Number NTSS-020-19 to purchase one Ovivo C40P1 Dorr-Oliver, issued an electronic notification to various vendors, and identified June 27, 2019, as the posting expiration date.
The Office of Procurement Services received no inquiries or comments on the Notice to Sole Source Number NTSS-020-019: and
Section 38.40(C)(3) of the City's Purchasing Ordinance exempts sole-source supplies and services, such as unique, patented, or franchised supplies or services, from the competitive bid requirements.
The Interim Director of Public Utilities and the Director of Procurement & Contract Compliance recommend that the City Commission approve and authorize the issuance of a purchase order to Arroyo Process Equipment, Inc. for the purchase...
