Staff Recommends: Approval of the attached Resolution.

 

Explanation:

On demand engineering services are required to assist the Department of Public Utilities with ongoing regulatory compliance activities with the Florida Department of Environmental Protection (FDEP), Broward County, and in general, with legislative, regulatory, permitting, and contractual issues, as well as to provide administrative assistance to the Department of Public Utilities.

 

On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-283 which authorized the execution of continuing professional consulting engineering services contracts with four firms for water and wastewater projects, one of the firms being Brown and Caldwell.

 

The following services in support of the multi-faceted regulatory compliance and permitting processes, below are a list of services which may be required on an as needed basis:

 

1.  Regulatory Compliance and Response (for the overall utility):

o                     Permitting support (renewals/modifications)

o                     New regulations assistance;

o                     Florida Department of Environmental Protection (FDEP), South Florida Water Management District (SFWMD), Broward County Environmental Protection and Growth Management Department (EPGMD) meetings and information gathering;

§                     Respond to regulatory requests for information

§                     Prepare materials for Regulatory agencies’ workshops

o                     Technical support inclusive of engineering evaluations, cost estimates, feasibility reports, and conceptual designs;

o                     Technical memoranda, reports, letters, etc. to address regulatory issues.

 

2.  Administrative Assistance:

o                     Response to City’s requests for information;

o                     Meetings and conference briefings on compliance, legislative, and utility projects;

o                     Development of conceptual planning framework for utility compliance and plant sustainability efforts;

o                     Preparing technical memoranda, hydraulic evaluations; reports, and PowerPoint presentations for DPU Staff; Commission workshops, and community outreach.pa

 

 

The Interim Director of Public Utilities recommends that the City Commission authorize the appropriate City officials to execute the attached Authorization to Proceed for Work Order No. B&C 19-03 with Brown and Caldwell for the above-described services in an amount not to exceed $100,000.00.
