Explanation:
The City of Hollywood has been designated by the United States Department of Housing and Urban Development ("HUD") as a participating jurisdiction for the receipt and use of funds, as provided by the Home Investment Partnerships Program ("HOME Program") as provided in 24 CFR Part 92.
Liberia Economic and Social Development, Inc. ("LES") represents that it is fully qualified as a Community Housing Development Organization ("CHDO") as required by 24 CFR 92.2; possesses the requisite skills, knowledge, qualifications and experience to provide single family housing construction services; and does offer to perform such services for the City of Hollywood at Lots 12 and 13 of Block 18, Liberia 1-34 in the Liberia neighborhood.
LES qualifies under the guidelines established by HUD as a CHDO pursuant to Subpart A, Section 92.2 of the HOME Final Rule (24 CFR Part 92) and revised to reflect the 2013 HOME Final Rule and the 2013 HOME Appropriations Law, and staff recommends execution of a CHDO Certification to document this status.
The City desires to support the construction of new housing affordable to low- or moderate-income households. There exists $29,776.35 of unexpended Fiscal Year 2011/2012 CHDO set-aside funds and $79,957.80 of Fiscal Year 2018/2019 CHDO set-aside funds to finance the proposed affordable housing project.
