Explanation:

The City has been designated as an entitlement city by the United States Department of Housing and Urban Development (“HUD”). HUD has mandated that all entitlement cities submit a Consolidated Plan, including a One Year Action Plan, which governs housing and community development needs within the jurisdiction. The City has utilized U.S. Census Bureau data, locally-adopted planning documents, and a citizen participation process to formulate a Five Year Consolidated Plan and One Year Action Plan as reflected in the attached Exhibit “A”.

 

Through a citizen participation process, the Community Development Advisory Board (“CDAB”) has made recommendations, which are reflected in the Five Year Consolidated Plan and One Year Action Plan.  Both the City Commission and the CDAB are committed to priorities which give maximum benefit to low-and moderate-income families, preserve the affordability and quality of the city's housing stock, and aid in the elimination of slum and blight.

 

The proposed use of funds pertain to Federal Program Year 2019/2020 for the Community Development Block Grant (“CDBG”) and the Home Investment Partnerships Act (“HOME”). HUD has allocated $1,285,172.00 of CDBG funds and $497,764.00 of HOME funds to the City for Federal Program Year 2019/2020. The activities set forth in the item were initially proposed during a Joint City Commission/CDAB Meeting on April 24, 2019. They represent the recommendations of staff and the CDAB for Fiscal Year 2019/2020 and are subject to approval by the City Commission following a public hearing.

Notice to the public advising of the availability of a summary draft of the proposed One Year Action Plan was published in The Miami Herald Broward Main on May 1, 2019. The proposed One Year Action Plan has been available for public inspection and comment at the Community Development Division. The activities described in the proposed One Year Action Plan for Federal Fiscal Year 2019-2020 reflect the recommendations of staff and of the CDAB.

 

The One Year Action Plan is transmitted to HUD via an on-line platform known as the Integrated Disbursement and Information System (“IDIS”). The attached version of the proposed Plan was downloaded from IDIS.

 

After the public hearing the City Commission may adopt the recommendations, as proposed, or the Commission can modify the One Year Action Plan in any way desired within the limits of the applicable federal regulations. Staff recommends approval of the item as submitted.
